Who Needs to Use GVMS?

The Goods Vehicle Movement Service (GVMS) is mandatory for all accompanied freight movements through UK border locations. If you operate a lorry, trailer, or commercial vehicle carrying goods into or out of the UK, you must use GVMS to obtain a Goods Movement Reference (GMR) before arriving at the border. This applies to all roll-on/roll-off (RoRo) ports including Dover, Folkestone (Eurotunnel), Holyhead, and Portsmouth.

GVMS was introduced as part of the UK's post-Brexit border arrangements and became mandatory for all accompanied movements in 2022. It is integrated with the Customs Declaration Service (CDS) to ensure that customs declarations are linked to physical goods movements in real time.

What Is Included in GVMS Compliance?

  • GMR Generation: Each vehicle movement requires a unique GMR, which links the haulier, vehicle, goods, and associated customs declarations into a single reference.
  • Declaration Linking: The GMR must reference all customs declarations (import, export, transit) applicable to the goods being carried. Multiple declarations can be linked to a single GMR.
  • Arrival Notification: Hauliers must present the GMR at the border, either via the GVMS app or through the port's systems. The GMR is checked against HMRC's risk assessment before the vehicle is allowed to proceed.
  • Transit Movement Support: GVMS supports all transit procedures including T1, T2, and NCTS-compliant movements.
  • Re-routing and Amendments: If a declaration is cancelled or amended, the associated GMR must be updated or a new GMR generated before the vehicle reaches the border.

GVMS-related issues - missing GMRs, mismatched references, or expired declarations - are among the most common causes of UK border delays. How Does the GVMS Process Work?

The process begins when a haulier receives a load assignment. The freight forwarder or customs broker prepares the customs declarations in CDS and provides the declaration references to the haulier. The haulier (or their agent) logs into the GVMS service and creates a movement, entering the vehicle registration, trailer details, and all associated declaration references. The system generates a GMR. The haulier presents this GMR at the port terminal, where border systems verify it. If all declarations are valid and risk assessment is passed, the vehicle is cleared to board.

Common pitfalls include: declarations not yet processed when the GMR is created, incorrect vehicle registration details, and failure to update the GMR when declarations are amended. UK logistics companies that build GVMS workflows and train their drivers and operations teams on best practices dramatically reduce border incidents.
